Cloudflare Launches Permanent AI Agent ID and Stablecoin Wallet for Bot-Driven Commerce

With 57% of web traffic already bots, Cloudflare is betting that every internet interaction becomes a commerce event — and it just built the plumbing to prove it.

Cloudflare Bets the Whole Internet on Agentic Commerce

Cloudflare announced Tuesday a new identity and payments service designed to let AI agents shop on behalf of human users — a move that signals how fast the architecture of online commerce is shifting beneath every retailer, payment processor and data publisher in America.

The product has two components. The first is cloudflare.id, a permanent, bot-readable web address that merchants can use to verify an AI agent is acting on a real user's behalf. Users can also opt for a pseudonymous identity. The second is Cloudflare Wallets, a virtual wallet funded by bank transfer and converted into stablecoins — dollar-pegged digital currency — that an agent can draw on to execute purchases.

Optional guardrails include spending limits and a merchant whitelist, giving users a basic but functional layer of control over what their agents can buy and where.

The numbers come first. According to Cloudflare Chief Strategy Officer Stephanie Cohen, roughly 57% of web traffic today is bots. That figure reframes what the internet actually is: no longer a human-browsing medium with bots on the margins, but a machine-first environment where human-centric HTML pages are increasingly legacy infrastructure.

'The internet needs a different business model,' Cohen said. 'In order to have a different business model, you need payments that actually will support that.'

Cohen pointed to Amazon's 'Subscribe and Save' as an early, rudimentary version of agentic commerce. But the emergence of large language models — Claude, ChatGPT and their successors — has dramatically expanded what agents can negotiate, evaluate and purchase autonomously.

The commercial implication is significant for content and data businesses. Under the current subscription model, a publisher sells one bundle to one user. In a bot-first internet, that same publisher could sell individual data points — often for pennies — to thousands or millions of AI agents simultaneously. Friction that frustrates human users is irrelevant to a bot executing hundreds of microtransactions per session.

Cohen acknowledged the near-term adopters will be developers and AI companies buying data. A second wave of ordinary consumer adoption follows, contingent on easy-to-use agent interfaces and regulatory frameworks that keep fraud in check.

The infrastructure coalition is already forming. The X402 open-source protocol for AI commerce was developed by a consortium that includes Coinbase, Cloudflare and Stripe. Visa and Mastercard are both retooling their payment rails for the bot economy. Competitor Moonpay last week unveiled PayBox, a decentralized AI wallet targeting non-technical users of Claude and OpenAI platforms.

Stablecoins, once dismissed as a fringe crypto curiosity, are now the settlement currency of choice for a product launched by one of America's most mainstream cloud companies. The taxpayer funded none of it. The market has already voted: the architecture of the next internet is being written by firms that trust price signals more than permission slips.
