The numbers come first: 2.67 gigawatts of natural gas-fired power, a 20-year contract, and a target online date of 2028 ramping through 2031. That is Project Kilby — Chevron's landmark deal with Microsoft to supply dedicated electricity to AI hyperscaler data centers in Reeves County, West Texas, a stretch of high-desert Permian Basin land that counts roughly 4,000 households across 2,600 square miles.
The project is named after Jack Kilby, the Texas Instruments engineer who invented the integrated circuit and the handheld calculator — early ancestors of the AI systems now consuming power at a rate the U.S. grid cannot keep pace with.
What the deal actually includes
Beyond Chevron's own land and natural gas resources, Project Kilby draws in Texas Pacific Land for additional acreage and water services, investment firm Engine No. 1 for financial backing, at least seven large GE Vernova gas turbines, and several Caterpillar Solar Titan 350 units. The contract also leaves room to layer in solar and battery storage as those technologies mature. Chevron carries a market capitalization of approximately $370 billion.
Jeff Gustavson, president of Chevron New Energies, told Fortune the announcement has opened the door to conversations with every major hyperscaler and turbine manufacturer in the market. 'After making the announcement about Kilby, everyone wants to talk to us,' Gustavson said. 'They now see us as a higher credibility player in this space that can actually put together everything you need on these projects, including, importantly, a customer.'
How the AI power shift changed the conversation
Chevron has worked with Microsoft on cloud computing services for a decade, but when the early AI boom arrived, the hyperscaler's focus was squarely on renewable power — a space Gustavson acknowledged is 'not a core strength' for Chevron. That calculus changed roughly two years ago as speed and reliability overtook optics in the global AI race.
'You started to have some of the concerns around consumer electricity prices and all of that,' Gustavson said. 'And, really, the discussion shifted to, Hey, we need reliable, affordable energy. Can we talk about natural gas?'
Microsoft confirmed the logic. 'The rapid growth we're experiencing in AI and cloud, driven by customer demand, requires energy infrastructure that can scale quickly and reliably,' said Noelle Walsh, Microsoft president of the Cloud Operations + Innovation group.
Behind the meter, ahead of the grid
Texas Governor Greg Abbott has imposed a temporary freeze on new data center grid interconnections, but Project Kilby is unaffected: the complex will operate behind the meter, drawing power directly from its own generation assets rather than burdening the state grid. 'Texas and the administration in Austin have been very clear — if you want to build data centers in this state, we need you to bring your own power,' Gustavson said. When grid capacity catches up, Kilby can connect, but there is no deadline.
Chevron views West Texas as the first of potentially several hyperscaler deals spanning the Rockies and the Midwest — anywhere Permian-style gas resources meet available land and a deregulated power market.
